Publisher's Synopsis
This publication presents information about the implementation and outcome of the Housing Associations as Managing Agents (HAMA) Pilot Projects. Two research organizations were commissioned to undertake this work. The London Research Centre (LRC) were asked to monitor the implementation of the pilot projects and to evaluate HAMA as a new policy option. The LRC report is contained in Part 1. The Institute for Fiscal Studies was commissioned to collect information about the financing arrangements among the key players in the pilot projects and to compare the cost of implementing HAMA with the costs of some alternative options. Their findings and conclusions are contained in Part 2.
