National Underwater & Marine Agency crew leader Kurt Austin detects a link between some troubling occurrences as his own life is threatened investigating the deaths of rare whales. Murderous bio-pirates are stealing valuable medicinal secrets and a Californian agri-businessman is monopolising the earth's depleted freshwater reserves. Austin believes the mythical goddess holds the key to a scientific formula for turning vast amounts of seawater into fresh, but each step takes him and his NUMA team along a deadly trail of enemies through dense jungles of treachery, blackmail and murder.
