This briefing paper was written to inform the development of the JRF Older People's research programme. It explores the meaning of need and unmet need from the perspective of policy, service providers and older people themselves.;A fundamental thrust of the community care revolution was to move from a service-driven to a needs-led approach in assessment and service delivery. Some real achievements have been made in this regard, not least in imaginative attempts to involve older people in a dialogue with professionals. The other side of the coin is that many good intentions have been thwarted by the scarcity of resources.
