A beautiful CIO informant, Adela Igone, falls in love with Gatewood, and romantic sparks fly as the two try to take down the Masas cartel's illegal activities.

Gatewood plans also include a revenge killing of Masas, the man whom he holds responsible for the deaths of Jeong Eun, his former lover, and Luisa Gaicia, a woman he loved deeply.

Interference from Chicago's mayor, Illinois' governor and speaker of the house, both of its senators from Washington, and a federal judge also stand in Gatewood's way of successfully taking down "The Hornet".
