Wherever crowds gather, injuries can occur because of the dynamics of crowd behaviour. Crowd safety is important whether the venue is used regularly or only occasionally.;This booklet does not specify a particular way of achieving crowd safety but sets out a systematic approach which can be adopted at any venue. It is targeted at owners and operators in all public venues where the Health and Safety at Work etc Act 1974 (HSW Act) applies. Although it is not specifically aimed at fairgrounds, owners and operators may also find the guidance useful. The guidance explains how to assess risks to crowd safety; how planning can help to tackle identified risks; anticipating crowd control problems before they arise; the significance of crowd control for emergency planning; and the importance of regular review of safety measures.
