If the evaluation of R&D programmes is to provide useful guidance to policy makers, programme managers and other evaluators, it should be well designed and rigorously applied. It should be focused on the right questions, thorough and accurate, free from bias, transparent and accessible. There is thus a need for evaluation itself to come under systematic scrutiny, and the aim of this book is to develop approaches for 'meta-evaluation,' the evaluation of evaluation. - - Through a unique comparative analysis of the evaluation systems of six national and international large-scale R&D programmes in developed countries, criteria for the design and implementation of a more strategically oriented evaluation system for large-scale R&D programmes are proposed. - - The book will be of particular interest to researchers in the field of research and technology policy, as well as to policy makers and to those concerned with the management of R&D activities. -
