In recent years, 'social' housing has experienced a major shift of theoretical and practical concerns which the existing literature has yet to grasp in an integrated manner. An important element of this development has been the creation and the growing influence of a central government initiative known as Estate Action. No research has been conducted or published on this major new policy initiative in the field of housing.
