The purpose of the book is to examine the debt crisis between 1982 and 1989. The fundamental question is: where has the global economic system and particular regional groups gone during this period (1982-1989) in terms of the political economy of debt management? The year 1982 is a significant departure date due to the infamous "Mexican weekend" that "officially" began the debt crisis. Since that point, the debt crisis has continued with fits and starts and clearly remains a major point of concern to the global economic system. The approach of this book is compare 1982 and 1989 and observe where we have gone and speculate where we will go in the near future.
