Lord, that I imagined myself capable of recommending what I had in my mind by any powers of language, nor that I imagine myself able to do so now by my pen, but because I have a deep conviction that the plan to which I wish to call attention is that which is most likely, under the good bless ing of God, to effectually promote not only the building of churches, but also the other great kindred works in which the Church is now engaged, and which your Lordship has proved to your diocese that you have so much at heart.

The mode of proceeding to which I refer is, the regular use of the Offertory as directed by the Rubrics in the Book of Common Prayer.
