Text in Spanish. Latin America is a living contradiction. Due to its natural resource wealth, it is the one place in the world where all efforts have been concentrated on encouraging development. However, it is also the place that has shown the most difficulties and the least results. This essay offers a balance on the results frustrating of such efforts critically drawing attention to the stimulation strategies proposed by the Washington Consensus, and rejecting them, arguing that such a generic collection of measures can not be equally applied to all countries due to political, social, economic, and cultural differences.
