This study is based on results of research funded by the European Commission. It aims to record the state of urban Europe, to investigate, document and analyze the various causes of urban problems and to discover any general trends and similarities that could be found, as well as what is local and particular.;The different policies that have been applied to urban problems in the Community's member countries are surveyed, with general recommendations for action and conclusions that relate to analysis and urban policy.;The central theme lies in the view that urban and economic change are inextricably interdependent. This means that if the relevant economic developments can be identified, it is possible to forecast current and future urban development, leading to implications about future patterns ot urban change. General conclusions about the most appropriate functions of urban policy and about how urban policy can reinforce economic recovery, rather than impede it, are also seen as possible.
